Promoting Sustainable Basmati Rice Production in Sindh

A Climate-Friendly Strategy for Grower Income, Poverty Reduction and Export Growth

1. Background

Rice is not only a staple food crop for the people of Sindh; it is also one of Pakistan’s major sources of foreign exchange earnings, making a significant contribution to the country’s agricultural exports.

Since the beginning of the new century, the introduction of hybrid rice in the coastal belt and southeastern parts of Sindh has played a highly constructive role in poverty alleviation by increasing farm incomes and improving the livelihoods of small and medium-sized growers.

Since 2010, Basmati cultivation in Sindh has also been increasing gradually, and the province’s contribution to Pakistan’s Basmati exports has consistently grown.

Pakistan’s Basmati exports, however, continue to face serious challenges due to phytosanitary non-compliance and concerns regarding food safety and toxin levels, particularly in high-value markets such as the European Union, the United Kingdom and North America.

2. Sindh’s Comparative Advantage for Basmati Production

Sindh possesses favourable climatic conditions for producing high-quality Basmati rice with potentially lower levels of certain toxins. The province generally experiences relatively lower humidity and higher atmospheric temperatures during the Basmati harvesting period, conditions that can help reduce moisture-related risks when appropriate harvesting, drying and storage practices are followed.

Commercial Basmati cultivation in Sindh began on a significant scale around the beginning of the new century with the introduction of Super Basmati. Before that, D-98 Basmati was cultivated on a relatively small scale, primarily for domestic consumption.

Since 2010, Basmati exports—particularly Super Basmati—have increased gradually. Sindh has now become an important production base for Super Basmati destined for premium export markets, particularly the EU and UK.

3. Water Availability and the Case for Basmati in Upper Sindh

Sindh, being situated at the lower end of the Indus River system, faces acute water shortages during the Kharif crop-planting season. Rice is the principal Kharif crop in many parts of the province.

Non-Basmati rice, which is predominantly cultivated in Sindh, is generally planted during May and June, when water availability is often at its lowest. At the same time, atmospheric temperatures can reach 49–50°C in some areas. These exceptionally high temperatures result in substantial evaporation losses from flooded rice fields and increase water consumption per unit of cultivated land.

The Indus Right Bank is one of Sindh’s major rice-producing regions, extending from Guddu Barrage through Kashmore, Shikarpur, Sukkur, Larkana, Shahdadkot, Qamber Shahdadkot, K.N. Shah and Dadu, and towards Jamshoro and adjoining areas.

Lower Sindh and southeastern Sindh are important areas for hybrid rice cultivation, which has played a significant role in increasing farm incomes and reducing poverty.

Basmati, on the other hand, is generally planted later, around July, when the monsoon season begins and water availability downstream of Guddu tends to improve. Moreover, harvesting takes place under comparatively more favourable conditions, and with proper water and crop management, evaporation losses can be reduced.

4. Opportunity to Expand Basmati Cultivation

It would therefore be more sustainable, economically beneficial and climate-friendly for Sindh to gradually increase Basmati cultivation in suitable areas of Upper Sindh, particularly in:

– Kashmore
– Kandhkot
– Shikarpur
– Sukkur
– Shahdadkot
– Ghotki
– Obaro and adjoining suitable areas

A carefully planned shift towards suitable Basmati varieties in these areas could provide multiple benefits:

1. Increase growers’ income.
2. Reduce rural poverty.
3. Improve water-use efficiency.
4. Reduce climate-related production risks.
5. Improve the quality and food safety profile of Pakistan’s Basmati exports.
6. Strengthen Pakistan’s position
